Maggie Atkinson is the Children's Commissioner for England.  The Commissioner and her team make sure that adults in charge listen to children and young people.

The role of the Children's Commissioner was created by the Children Act 2004 and is there to promote the views of children and young people from birth to 18 (up to 21 for young people in care or with learning difficulties).

Purpose of the job

To provide support and assistance with gathering, processing and analysing data submitted to inform the OCC Inquiry into gang and group associated child sexual exploitation. In addition to work with the CSEGG Inquiry team you may be asked to provide support to the wider policy team as required by the Director of Policy. As part of the CSEGG Inquiry team you will be required to support the Principal Policy Advisor and Research Assistant in: developing data requests on a range on a range of indicators related to child sexual exploitation; processing and analysing all quantitative data that is submitted to the CSEGG Inquiry; presenting and explaining statistical findings to the CSEGG Inquiry Panel and Inquiry Chair. Data will be analysed nationally and locally, and will be drawn from evidence submissions, local and national data sets, location/service visits and formal evidence hearing sessions. You will be required to provide internal support in the design, delivery and dissemination of the CSEGG Inquiry by working directly with the Principal Policy Advisor and where required the chair of the CSEGG Inquiry and the panel.

 

Nature of the job

Based within the Policy team you may also be required to work with the Director of Policy and other PPA’s to inform research, consultation responses and briefings by providing support with data analysis.

 

Specific duties

·         Develop and manage systems to log data submitted to the CSEGG Inquiry

·         Engage with stakeholders and respond to regarding data submissions

·         Support the logistics of making formal data requests 

·         Work with the PPA and Research Assistant to provide quantitative analysis of evidence logged from the Call for Evidence

·         Work with the PPA and Research Assistant to assess local and national datasets

·         Work with the PPA and Research Assistant to develop and use methods for assessing and analysing evidence collected during Inquiry visits and formal evidence hearing sessions

·         Support the PPA and Research Assistant with reviewing and reporting on the progress of work, and any emerging themes, to the Inquiry chair and panel

·         Support the PPA with drafting of key documents and final report

·         Contribute to planning and evidence gathering methods employed in the second phase of the CSEGG Inquiry

·         Work as part of a wider OCC team, particularly with communications and participation aspects of the CSEGG Inquiry 

·         To attend internal staff meetings etc where applicable

·         To support the wider policy team, under the guidance of the Director of Policy, on a range of policy issues where required

·         To undertake such other duties and training as may be reasonably required by the organisation or line manager to further the vision of OCC.

Knowledge

 

·         Degree level analytical skills are essential for this post

·         Knowledge of research process engaged with collecting and analysing data

·         Knowledge of SPSS and Nvivo or other related programmes for analysis

 

Knowledge of child protection processes and processes as they impact on older children (11 to 18 age group)

 

Experience

 

·         Experience of managing a data collection exercise or similar statistical function

·         Experience of managing pieces of work, taking ownership for delivering to time, identifying and mitigating risks and developing contingencies where required

·         Have a good understanding of National Statistics concepts, and have experience of applying the code of practice within a work area.

 

·         Some experience of working to child protection policies and procedures

·         Experience of designing approaches to collecting evidence from a range of sources

·         Knowledge of or experience working with particularly vulnerable young people such as:

  • Children in care
  • Children in the justice system
  • Missing children and runaways
  • Refugee and asylum seeking children
  • Children with learning difficulties
  • Disabled children
  • Black and Ethnic Minority Children
  • Boys and young men who are victims of sexual exploitation, victimisation and abuse
  • Children excluded from school
  • Children who are trafficked within England

 

Skills

 

·         Be comfortable using a range of datasets of varied quality and making appropriate inferences (e.g. on the significance of findings).

·         Comfortable in communicating complex messages

·         Good organisational skills

·         Good interpersonal skills, able to relate to colleagues, counterparts, etc., in a pleasant and confident manner

·         Be able to apply techniques to quality assure data in order to identify areas of weakness within data processing and outputs

·         Have the ability to think rigorously about data collection, processing and analytical issues and have experience of applying a range of problem solving techniques.

·         Able to plan & prioritise work to ensure deadlines are met

 

·         The ability to communicate (by oral and written means) with a wide range of specialist and non-specialist colleagues in a clear, concise and effective manner will be critical.
